Weser-Ems is the most westerly of the four Regierungsbezirke of Lower Saxony, Germany, bordering the Dutch provinces of Groningen, Drenthe and Overijssel. It was created it 1978 by merging the former regions Osnabrück, Aurich and Oldenburg.
